From Upstream to Downstream: A Systematic Review of Sustainable Seaweed Development in Maros Regency

Maros Regency is one of the coastal areas in South Sulawesi Province with significant seaweed resource potential, particularly Eucheuma cottonii and Gracilaria sp. However, seaweed development in this region still faces several structural and technical challenges, including the dominance of raw material sales, limited product diversification, fluctuations in production and quality, and weak institutional and downstream processing systems. The urgency of this study lies in the absence of a comprehensive literature-based analysis that specifically maps the current conditions, research trends, and development gaps of seaweed in Maros Regency as a basis for evidence-based policy formulation and development interventions. This study employed a qualitative approach using a systematic literature review (SLR) design. Relevant journal articles, proceedings, and research reports were systematically retrieved from national and international scientific databases and analyzed using thematic analysis to identify patterns, research gaps, and development opportunities. The results indicate that seaweed farming in Maros Regency is supported by relatively suitable environmental conditions; however, production systems remain dominated by conventional methods and a single main commodity. Key issues include production instability due to environmental variability and declining seed quality, weak post-harvest handling practices, and limited downstream processing and product innovation. In conclusion, seaweed development in Maros Regency requires an integrated approach encompassing species diversification based on local suitability, the application of adaptive technologies in cultivation and post-harvest handling, institutional strengthening of farmer groups, and sustainable downstream processing strategies to enhance value added, coastal community economic resilience, and blue economy-based coastal development
