Analysis of Stunting Policy Implementation through Lamtoro and Probiotic-Based Native Chicken Production

Abstract

This article analyzes the implementation of stunting reduction policy through the integration of a local innovation, namely village chicken production with lamtoro and probiotic-based feed, in Tellu Siattinge District, Bone Regency. The research employs a qualitative approach with data collected through interviews, observation, and document studies. The data were analyzed using Edward III's policy implementation model (communication, resources, disposition, and bureaucratic structure) and Miles and Huberman's qualitative data analysis model. The results indicate that the implementation of stunting policy remains sectoral and has not integrated the scientifically proven feed innovation. The main obstacles lie in the fragmented bureaucratic structure and weak inter-sectoral communication and coordination, particularly between the health and livestock sectors. Nonetheless, the integration of village chicken farming with lamtoro-probiotic feed holds strategic potential as a sustainable intervention that can simultaneously improve household animal protein availability and family income. The study concludes by emphasizing the need for a convergent and collaborative governance approach, starting from pilot projects to policy institutionalization, to leverage scientific evidence and local innovation in accelerating the reduction of stunting prevalence.
